The Excelsior Program replaces the Empire Zones Program as the primary economic development program in the State.

Benefits

• Reduced state taxes
• No cost to the business
• Business located in former South Jamaica Empire Zone are eligible for real estate tax credit

Eligibility

• Business must be in a targeted industry
• The business plans on increasing employment and/or making a capital investment
